Is using an electric skillet more energy efficient than using a burner on an electric stove?

I just want to find out if it’s more efficient to use an electric skillet (which plugs into the wall) to cook than a burner on my stove-top. I’ve always been told that it is, but someone recently told me that the energy usage is the same.
